Inception and Overview
Qlarant is a not-for-profit organization that started 45 years ago as a quality improvement organization and over time has been quite entrepreneurial. It has expanded to areas beyond the traditional focus on quality and included specialization in program integrity. It is also expanding its capacities into other markets to include social services.
Qlarant holds small and large government contracts related to quality and program integrity. As a not-for-profit government contractor, most of the revenue generated goes back into operations to improve employee skills, product development and supports the Qlarant Foundation.
A Peek Inside the Offices of Qlarant
Qlarant employs around 500 people and has 12 offices across the country. The types of people employed are comprised of investigators, fraud experts, nurses, data analysts, statisticians, quality control engineers, marketing specialists, and product developers. Qlarant Foundation, the mission arm of Qlarant, is a national not-for-profit organization that provides grants to charitable organizations that help improve the healthcare and human services for underserved individuals and communities. Since 2006, Qlarant Foundation has awarded grants totaling almost $4.5 million to 66 organizations in Maryland and the District of Columbia.
Insights on PLATO
PLATO (Predictive Learning Analytic Tracking Outcome) is a powerful self-learning analytics engine that sifts through billions of claims and public criminal records to detect aberrant trends and alert users for early investigative and audit actions. It is scalable, extensible, and easily integrated with other systems.
PLATO is also a visualization tool that displays results. The tool adopts automated analysis using combined data sources and ultimately displays the predictive model results.

Sandy Love, President, describes RIViR (Risk Identification, Risk Visualization, and Risk Resolution): “Whenever an algorithm is developed, we continuously try to identify ways to improve that algorithm and find the best model accuracy.” “We are striving towards finding the potential risk areas that exist in our client’s data, and develop algorithms or models to help users visualize and resolve challenges,” continues Ms. Love.
Many of the toolsets are tied in with some specific steps each client can take to make strides and improve outcomes. RIViR uses the ability not just to identify what the risk is, but also to create the day-to-day steps that a client can take to resolve the risk the outcomes. Currently most of the toolsets that companies have still fall short on the resolving the particular issue. Qlarant is building an all-encompassing toolset that possesses the uncanny ability to address most issues across multiple industries and multiple platforms.
