Governments can deliver the benefits of digitalization by focusing on people during workforce transformation.
FREMONT, CA: Citizens today expect the same level of speed, simplicity, and satisfaction from organizations they deal with, and they expect the same from the public sector when they interact with it. Citizen centricity relies on technology, enabling public services to be delivered more quickly, efficiently, effectively, and cost-effectively. An empowered and motivated workforce is the key to an effective digital state. According to studies on digital government, digital transformation efforts must put people at the center of their efforts - not just citizens but also civil servants.
Digitalization: When governments empower their workers to experiment with bold new approaches during the pandemic, they have seen a rapid shift to digitalization. However, there is a danger that this momentum will stall if the public sector simply reverts to old working methods, which are too often burdened by excessive bureaucracy, hierarchical career structures, rigid job descriptions, and limited training. Research shows that this regression is real as governments face significant challenges in harnessing technology's potential.

Workforce challenges: It is difficult to solve problems in the public sector. In many cases, these problems affect millions of people over a long period of time. Public service users now expect (and deserve) quality, speed, and convenience on a par with the private sector, with immediate, seamless, equal, and omnichannel access to services. Studies show that citizens expect technology to improve how they conduct many aspects of their lives, and they expect the government to respond accordingly. Citizens are being centered more by governments as a response. According to a survey, 43 percent of government respondents prioritize citizen and customer experience among the top three factors driving successful transformation. Technology and data can be used to better understand people's needs and circumstances, as well as new skills like user experience research and design.
Embracing the public sector: Governments and organizations must reimagine their entire workforce approach to adapt to a changing environment and deliver value to citizens to embrace digitalizing their processes and cultures. Developing empathetic digital leaders for the public sector is essential. They need to challenge established practices, listen to others, embrace failure as a way to learn, and drive cultural change by influencing others to do so. A successful digital transformation requires employee education and reassurance, a wide range of input into solution design, and the support of digital champions. As well as embracing a digital mindset, employees should embrace innovation and adaptability to change using data insights. According to research, 79 percent of leaders believe their culture needs to change to reap technology's full benefits significantly. Public sector workforces in a digital world will have new skills, fluid organizational structures, flexible teams, flexible working hours, and a mix of employees and contractors. The program will be based on innovation and citizen experience and will be centered around the citizen.
